Horizon Scanning is a systematic practice that illuminates signals of change and trends relevant to a strategy’s success or failure—strengthening our capacity to navigate uncertainty and shape better futures.

We use a comprehensive, deductive scenario-development methodology with morphological analysis that integrates the critical uncertainties identified in the horizon scanning phase.

Through a structured workshop with diverse stakeholders and subject matter experts, we create three or four scenarios that ‘pin down the edges of the board’ of future possibilities.

Visioning focuses on developing a shared aspirational vision for the region—one that articulates what “success” looks like amid future changes and uncertainties.

Visioning serves as the foundation for deriving clear and actionable strategic objectives in subsequent phases of strategy development.

Several key strategic objectives will stem from the Visioning process.

Strategic pathways are the ordered sets of actions/steps needed to achieve each Strategic Objective.

Following the previous stages, we synthesise these outputs to define the strategy’s pillars, cross-cutting themes and enablers: ultimately forming a cohesive, well-structured strategy.
